        Mr. Florez has over 35 years of construction and contracting experience at all levels, both within the government (serving 15 years in the military as an Officer in the Civil Engineering Corps) and in the private sector.  He is a former Level III warranted contracting officer for both the U.S. Army Corps of Engineers (USACE) as well as Naval Facilities Engineering Command (NAVFAC).  Combined with top level management of a wide variety of successfully executed mega projects valued at over $250 million in the private sector, this experience has given Mr. Florez an extensive depth of expertise, both inside and outside the government, that can assist clients recover losses on government projects or help defend owners from frivolous contractor claims.  While not an attorney himself, Mr. Florez is frequently called upon to assist attorneys in the preparation of their defenses because of his unparalleled knowledge of the FAR and its application, construction scheduling and management, claims management, government contracting policies and procedures, construction contract law, and in this capacity has acted as pro se representative for clients in front of the Armed Services Board of Contract Appeals.
